Due to travel complications and various Nations Government rules the meeting Final Agenda was circulated to all affiliated Nations and Officers to make replies by no later than 21st October. No opposing replies were received.

23rd Annual Congress meeting minutes: has been circulated and posted on the web site were approved.
President’s Report: David Carter report was sent with the Final agenda is approved.
General Secretary’s Report: Igor Soloviev report was sent with the Final agenda is approved.
Technical Officers Report: Phil Beniston report was sent with the Final agenda is approved.
Web Master Report: Igor Soloviev RUS is running a most successful WPF web site which as all up to date with Notices.
Records Officer Report: : Igor Soloviev RUS Manages the safe keep of the World, European and British records. Both the above reports were within the General Secretary’s report approved.
National Affiliates Reports:
IND – No report received.
NIG – No report freceived.
RUS – Within the General Secretary’s report.
Other Nations: No other reports were received.
Elected Officers:

Policy Resolutions: None received.
Rules for Lifting Resolutions: Approved.
BILATERAL POWERLIFTING competitions in the WPF, given that there are many athletes who cannot squat due to knee problems that have arisen due to the athlete's age, or an injury to the athlete.
It is enough to amend the Rules WPF in paragraph 1 of the chapter General:
1. The World Powerlifting Federation (WPF) recognizes the following exercises, which are held according to WPF Rules: a. Squats, b. Bench press, c. Deadlift.
Powerlifting competitions include the following lifts, which must be performed in the designated sequence in all: a. Squats, b. Bench press, c. Deadlift.
a. Squats + b. Bench press + c. Deadlift = d. Total
The addition of the heaviest successful lifts shall result in the Total (d).
Bilateral Powerlifting competitions include the following lifts, which must be performed in the designated sequence in all: b. Bench press, c. Deadlift.
b. Bench press + c. Deadlift = d. Total
The addition of the heaviest successful lifts shall result in the Total (d).
Single-lift competitions are b. Bench press, c. Deadlift.
In addition, competitions are held in Multi Rep Bench press. See paragraph 6.4
- 6.4-MULTI REP BENCH PRESS DIVISION:
Multi Rep Bench Press competitions are held with a weight of barbell is equal to the lifter’s bodyweight or half their bodyweight (multiple 2.5 kg). Also, a Multi Rep Bench Press with a straight and reverse grip is also held separately. Thus, competitions are held separately for:
- Multi Rep Bench Press straight grip one weight,
- Multi Rep Bench Press straight grip one-half weight,
- Multi Rep Bench Press reverse grip one weight,
- Multi Rep Bench Press reverse grip one-half weight.
Juniors and men of the open category can compete only with weight of barbell is equal their bodyweight. All women, teenagers and masters can compete with weight of barbell is equal their bodyweight or half their bodyweight.
In paragraph 9 of this chapter, delete the selected range
9. The lifter’s goal is to make as many repetitions of the barbell as they can. The weight of the barbell is equal to the lifter’s bodyweight or half their bodyweight (for women, teenage and masters).
